the arrangements referred to in para 1 of

this letter will not be long delayed, as

the present situation affects very unsatisfactory

been to divert wolfram to other ports, to the disadvantage

of British interests in the Colony,

(6) The speculative dealing by Japanese has the effect of unnecessarily promoting the profits of

Chinese producers and Japanese speculators at the eventual expense of the British and other Allies against whom the price is raised.
