been to divert wolfram to other ports, to the disadvantage
of British interests in the Colony,
and to reduce the supplies offered for A.M.G. (and France) which it
is the object to secure.
(6) The speculative dealing by Japanese has the effect of unnecessarily promoting the profits of
Chinese producers and Japanese speculators at the eventual expense of the British and other Allies against whom the price is raised.
